En août 1982, le jeune Philippe Chancel est envoyé par le magazine VSD en Roumanie sous couvert d'un voyage de loisir.
Le pays prépare la fête nationale du 23 août que le régime de Ceausescu célèbre en grande pompe. L'ensemble de ces images constituent une capsule temporelle, et restitue une ambiance crépusculaire dans laquelle la population s'applique à survivre au quotidien tout en présentant la fin de l'absurde régime. On retrouve cette même ambiance dans les romans du grand écrivain roumain Mircea Cartarescu qui signe la préface de cet ouvrage.
